My OS is Windows Server 2003 which uses IIS 6.0. After trying various solutions, I think I found one. I read somewhere else that one has to -also- provide the same 'Script And Executable' access for a file called ASP.DLL since -that- is what actually executes the command as a Bought agency bond (FANNIE MAE 0% 04/08/2027), now what?

Turns out the privledge problem was with the running of the windows/system32/cmd.exe (command window process) itself, and not the exe I was trying to run.
