I have tried uninstalling Office 2007 and then reinstalling it. I had a look on the Windows help but there was only advice on Word at Explorer. The same seems to occur to the normal.dot file when Word is opened, only this "hidden" temp file (~$Normal.dot) never closes. It was probably not coded to handle the missing template since the template came from an update.
